About Us
If information about properties was available immediately to all concerned and everything was handled digitally, it could speed up the property market and reduce stress and the risk of failed transactions.
It is more than 20 years since the Land Registration Act 2002 was introduced with the hope that ‘e-conveyancing’, which it enabled in law, would deliver these kinds of benefits. There has been some progress since then but the job of modernising the process has proved more challenging than envisaged and one that no single institution can achieve on its own.
That’s the view of the coalition of government and industry partners – the Digital Property Market Steering Group (DPMSG) – representing an important coming together of key industry partners under a shared vision at a pivotal time for the property market.
The DPMSG is a collective of industry partners, government departments and regulatory bodies with a shared vision of a secure and modern property market that is transparent, customer-friendly and business-friendly at all stages.
The membership and shared vision of DPMSG means it is well placed to join up with the delivery activity being led by other groups who share the same ambition for a better property market including the Home Buying and Selling Council (HBSC).
The purpose of DPMSG is to help the property market work better for all by accelerating the adoption of digital technology through collaboration and innovation across the sector.

Through collaboration, innovation and a focus on emerging digital technologies we will build on existing progress across the land and property buying and selling system to get a better result for the customer:

The work of the DPMSG
In June 2026 the Government published its Home Buying and Selling Reform Roadmap.
This marks a significant moment for everyone involved in the property transaction process as there is now a clear mandate for reform.
Many of the roadmap's priorities - upfront information, digital sales packs, trusted data sharing, digital identity, interoperability and greater transparency - have been central to the work of the Digital Property Market Steering Group since its formation.
That is why DPMSG is now resetting its programme and governance to align with the roadmap and focus firmly on implementation. DPMSG will be the primary delivery vehicle for the digitalisation aspects of the Government’s home buying and selling roadmap and will play a central role in driving forward reform across the sector.
Our structure and members
Working together to improve the home buying and selling process
Six industry-led delivery groups, overseen by the Strategic Steering Group and supported by a Regulatory and International Review Board, will take forward DPMSG’s foundational work on reusable digital identity, data sharing and
the Digital Property Information Protocol.
This next phase brings together a significantly expanded group of
contributors from across the property sector to build and deliver
a better buying and selling experience for customers.
Strategic Steering Group
The Strategic Steering Group are empowered for strategic decision and recommendations for legislative or regulatory change.
The group meets quarterly and is chaired by Victoria Latham, Deputy Director for Home Ownership at the Ministry of Housing, Communities and Local Government. The steering group comprises Delivery Leads or nominated representatives from the six delivery sub-groups, with membership and leads evolving in line with delivery priorities.
Delivery Groups
Six Delivery Groups bring together a broad collaboration across industry to form the engine of the DPMSG: identify problems, pilot solutions and make recommendations. Delivery Groups are further split into smaller projects of work, led by subject matter experts.
Each Delivery Group welcomes members from the wider DPMSG community based on their expertise and interest. Delivery Groups will have a nominated Chair, who also sits on the Strategic Steering Group, with membership and leads evolving in line with delivery priorities.
Delivery Groups meet monthly or as needed and are grouped into two themes – Customer Experience and Property Infrastructure - overseen by a Regulatory and International Review Group.

Customer Experience Groups concentrate on improving the existing customer experience by seeking enhancements that go beyond technology, proactively anticipating shifts ahead of legislative developments.

The Property Infrastructure Groups focus on creating governance frameworks and technological solutions to facilitate the adoption of digital processes in the property sector.

Review Group
Regulatory and International Review Group

The Regulatory and International Review Group is established to offer independent oversight of DPMSG delivery activities, ensuring that results contribute to a healthy, efficient, and sustainable development of the property sector.
The Review Group will consist of representatives from key regulatory and oversight organisations, including international experts and advisors when appropriate, and will be chaired by Shelia Kumar or another suitable independent or senior government representative.
The group reviews outputs from the Strategic and Delivery Groups, identifying risks, unintended consequences and cross-sector impacts, while ensuring alignment with regulatory frameworks and government policy.
It provides insight from international comparators and best practice alongside constructive challenge to support robust, consumer-focused outcomes, with a focus on the wider implications of DPMSG outputs across the property ecosystem, long-term system impacts, and priorities linked to the Home Buying and Selling Reform Roadmap.
